International organizations and the decline of globalism

By Serge Vehme

Talking about international organizations today is a bit like doing an autopsy on the international system, since on February 24, 2022, the Russians officially cancelled the „End of History“ imprudently announced just over 30 years ago by Francis Fukuyama.
On February 24, everything went down the drain:
– Globalism itself, since we’ll have to make do with „globalization among friends“, according to Janet Yelen’s audacious concept.
– And the unchallenged hegemony of the only „indispensable nation“ (as the late Madelaine Albright, who withdrew from our affection just last year, used to say).

But what does this have to do with International Organizations? Contrary to popular belief, it’s not in their DNA to be little secretariats of globalization.
Club multilateralism is indeed very different from globalism, and before 91 (fall of the USSR), International Organizations have been places where sovereign states consulted each other, while sheltering from media pressure.

From 91 onwards, alas, these subtleties disappeared, and nothing stood in the way of the American night.
Global governance proper emerged from limbo in 1992 at the Rio Earth Summit. There was already talk of Mother Nature and hot air… global governance was soon to extend to other areas such as security, health, human rights and the world economy.

Post-Cold War globalization:

– First and foremost, the rubber barons’ comeback inaugurated an unprecedented attempt to predate the world’s resources by transnational private groups. Russia was well aware of this throughout the 90s!
– Then started the war on all sovereignties (politics, energy, food, currency, etc. all drowned in the same infamous bucket).
– It’s the extension of structural adjustment programs to criteria of „good governance“, the famous ESG criteria (Environment, Social, Governance: LGBT rights for example) and the obligation to welcome NGOs involved in this globalist agenda.
– PPPs have become commonplace, opening the door to corruption and crony capitalism (leading to a festival of consanguinity during the covid sequence between WHO, FDA and the media, all bought and sold).
– Finally, it’s the emergence of a caste of globalized managers – who socialize across national borders and whose obsession is to self de-nationalize (see Jean-Claude Trichet speaking in English to French journalists!).

International organizations and the „indispensable nation“

Against a backdrop of deregulation and the blurring of public/private boundaries, international organizations had to „sell“ their expertise in the face of competition from private agencies, think tanks and NGOs.
So, of course, who pays the piper calls the tune!
American influence on international organizations has been exerted and reinforced in several ways:
1.     Through budget blackmail, with its skilful and unique management of payment arrears
2.     Through the influence of the English language
3.     Internally, through managerial methods imported from the US bureaucracy: some international organizations abruptly discovered that they have become annexes of the American bureaucracy, with all its congenital defects: procedural proliferation, infantilizing hierarchy and hyperspecialization of tasks, political control.
4.     Use of technology: the United States has total control over the info-com architecture of International organizations: networks, servers, security, storage, hardware and software.

And the Americans, with their customary pragmatism, have used them as a soft power tool among others (Hollywood, NGOs, Media, USaid).
A soft power tool that communicates preferably in the mode of urgency, since it is always necessary to agitate the people before using it…
There’s a leitmotiv that excites the globalist elites: don’t waste a good crisis (even if it means inventing one).
In fact, the coercive and liberticidal „pensée unique“ is effectively imposed in the context of an emergency:
– The WHO is preparing a draft supranational treaty that will make it possible to „control the domestic policies“ of states in the event of a future pandemic… and at the same time declares that climate crises are health crises.
– EU claims to fight terrorism with its digital identity project
– The ECB claims to be fighting terrorism, the financial crisis and high temparatures with its digital euro, which will obviously be a programmable currency
– UNESCO, whose today’s aim is to censor the Internet by classifying platforms, content and users in order to „improve the reliability of information“ and „combat disinformation“.

The rubble

But what doesn’t kill us makes us stronger, and we must recognize the signs of globalism’s agony that are multiplying:
– The harmonious integration of the global economy is a thing of the past.
– The world economy is de-dollarizing and the dollar is becoming less relevant as an instrument of blackmail.
– The WTO is marginalized and the „Doha Round“ is on its last legs. Agreement on Services will not see the light of day
– The EU lurches from political tensions to corruption scandals
– The Bretton Woods dinosaurs are already being overtaken by new organizations, notably in the BRICS.
– The disengagement of international organisations (Brexit, provisional withdrawal of the USA from WHO and UNESCO, questioning of the functioning of the WTO, reduction in funding, etc.) is a major trend accompanying the globalist ebb.
– Above all, the globalist utopia is increasingly disconnected from the realities of a now multipolar world, and its „values“ are universally rejected.
