The National Security Strategy of the Republic of Serbia does not mention the role of Social Sciences and Humanities in national security. Dthe contribution of social and humanistic Sciences to the security of people, society and the state is a little studied topic. It is understood that every member of society, and especially scientists, should contribute to security, primarily through the adoption of an adequate security culture of knowledge and will (to defend the state) that they possess, which presupposes their knowledge of the legal frameworks governing this field. For the social (and humanistic) Sciences, the field of action is very broad than the protection of language, culture, morality (we recall that most civilizations perished due to moral decadence, and not because other states conquered them. Consequently, the state of morality of the nation represents an important segment of the security of the people and the state), values, territorial integrity, customs. This includes the fight against various falsifications and fabrications that are promoted as scientific truths, as well as false and politically damaging accusations (for example about the genocide of the Serbian people), then the defense of established truths, etc. In other words, scientists in the social sciences and humanities really have a great responsibility when it comes to security. Of course, this is not possible, unless there is an appropriate legal, political and cultural framework for action on these issues.
SUBJUGATION TO WESTERN POWER CENTERS
In Serbia, unfortunately, there is no appropriate systemic framework for Serbian scientists to contribute to the security of society and the state and to be rewarded for their patriotism, but the adopted laws push towards submission to Western centers of power, while suppressing the Serbian language, as the language of science, but also the languages of allies and friendly nations.
It is important to emphasize that in the National Security Strategy of the Republic of Serbia "official gazette of the Republic of Serbia", no. 94 out of 27. December 2019 no mention was made of the role of Social Sciences and Humanities in national security. And from the very law on science and research (Official Gazette No. 49 out of 8. July 2019) it can be seen that the strategy of scientific and technological development of the Republic of Serbia (II, 1, art. 11) defines its financing, more precisely the financing of scientific projects carried out through the Science Fund and the network of institutions. This seems fair, but the Fund is financed by loans from the World Bank and the International Monetary Fund, with these banks also influencing who will be the reviewer and which projects will be financed. In addition, project reviewers are mostly foreigners or local "scientists" belonging to pro-Western non-governmental organizations. In this way, it becomes more than obvious that the state of Serbia has handed over its science and scientists to unknown centers. This can also be seen in the projects. Since 2009. there are no nationally important projects funded by the Science Fund, but projects of gay/queer agendas, radical feminism and similar destructive and decadent ideologies and values are funded.
The fund for science boasts that it has supported 497 projects, 3000 + researchers and 145 scientific research organizations. In the field of Social Sciences, the Fund finances 24 projects, but not by financing scientific research organizations, but by individuals from the same. If we would like to describe these" lucky "people (and this can easily be done), then in the face of these" chosen " people we meet with open serbophobes, that is, propagandists of Euro-Atlantic politics, not scientists. This is exactly how" researchers " get projects in the Science Fund. And so we can analyze each project holder and, miraculously, come up with almost the same or similar results (with very few exceptions), only to say that there are "those"on the list. And so, the next impression. First, the Western centers of power pay their agents of influence in Serbia in this way; second, that the social sciences are reduced only to what the Western centers of power approve.
Next, the system of projects established in Serbia prevents the advancement of Patriot scientists. The assignment of projects to an individual, not an institution, is in the function of preventing advancement, not pointing to the best researchers. Namely, in order for a researcher to receive the highest title of scientific advisor, among other conditions, it is necessary to be a project manager. Article 11 Rulebook on acquisition of research and scientific titles ("Official Gazette of Rs", No. 159 of 30. December 2020) says "the title of scientific advisor may be acquired by a candidate who has the academic title of Doctor of Sciences and published and peer-reviewed scientific papers and other scientific research results in accordance with Article 76, paragraph 7 of the law and the criteria prescribed by this rulebook, and who, through the quality of scientific research work, has made a significant impact on the development of an appropriate scientific field".
Elements for the qualitative assessment of the scientific contribution of candidates (which are an integral part of the regulations) 1.5. Management of projects, sub-projects and project tasks stands: "projects qualify primarily for projects financed by the Ministry, the Science Fund, the Innovation Fund, bilateral cooperation between the Ministry and Sasa, EU projects, provincial and regional projects, projects of significant international agencies and projects with economic entities that they exceed the annual value required to fund at least three researchers for a year."In the new proposal of the rulebook, projects financed by NATO and no other military organization are added.
Projects with the Russian Federation or China are not mentioned, which can be interpreted and not evaluated, as with other countries outside the EU. Also projects of "significant international agencies" are from the European Union and the United States. In this way, the researcher who wants the highest rank must submit to the Euro-Atlantic ideology and become a propagandist of Euro-integration and NATO, but also consciously be a traitor to his country. The truth has been drawn into this vicious circle by "state" politicians who are either for money or who knows why and have agreed to adopt adequate laws and regulations that make this possible.
TRANSCRIBING FROM THE WEST
It is no secret that the educational and scientific system in Serbia after 2000. years and color revolutions financed and carried out by the collective West, taken over, more precisely in the literal sense rewritten. It is called the entry into the"Bologna Process". Let's look at what the system is.
In the last half century, education (of all levels), as well as science, have been put in a very difficult position in the West. The consequences were numerous, including the incredible human degradation of modern Western elites and their advisers and analysts in relation to literally all processes in the world.
However, the problem itself is both wider and deeper. The crisis of Western education is the title of a book by the traditionalist Roman Catholic historian Christopher Dawson, published in 1961. years. This book literally dramatically pointed to the collapse of the religious-metaphysical basis of Education. Now that science in the West has been replaced by "gender studies," "LGBT culture," "critical racial theory," when the great philosophers, poets, and rulers of past centuries have been erased from the basic university curriculum at universities in the US and Europe, we can look back. What happened to the education and science system in the West? Why has she fallen into a state of collapse and dementia in the last 50-80 years? Have all these flaws and shortcomings of Western science and education penetrated, and/or been transferred, to Serbia?
"The tragedy is that the disaster of Western education and science can only be partially attributed to the conscious action of conventional 'conspirators' (such as the Frankfurt School, the Austrian school, the neopositivists, the LGBT lobby, but not just them). In general, this is a very long and natural degradation process, which with its strong flow carries everything downstream and can no longer be stopped. It can only be saved if it goes against the current, which will not help society at all, because culture, according to Dawson, is a wide network of personal influences and crosses."Western science and education have been destroyed through the Frankfurt School, positive discrimination, gay rights, environmental protection and related movements and schools in science.
Homosexuality, feminism, racial discourse, "Emancipation" according to Sartre and Foucault, Adorno and Horkheimer, the postmodern rejection of "great narratives" as sources of "suppression of the individual", "history in fragments" (cultural trifles without sociology) – all these are individual symptoms. A universal diagnosis should be found, and it begins with the fact that it is from the middle of 20. the century in Western science and education saw a complete rejection of the concept of truth and causality as something comprehensible. Questions of truth are replaced by subjective taste, ontology by constructivism, etc. To claim something important about something becomes "intolerable," and judgments about the possibility of turning someone into anyone, an unlimited change of identity, are recognized as liberal.
The murder of the educational system and science was another example of a direct and firm connection between the ideological and the Social – a connection as strict as in New Age political theology, where the absolutism of the sovereign corresponds to the power of the Christian Creator, an act of emergency – a miracle, and constitutionalism and legal positivism – mechanical deism and enlightenment denial of miracles. In the same way, the Liberal denial of the hierarchy, authority and truth, the beauty and goodness that everyone has in common, at the turn of the 20th century. at 21. the century finally destroyed education and science, enshrining naked individualism and subjectivism, "alternative" concepts of mental health, physical beauty and morality, replacing in the socio-humanitarian Sciences, ontology with epistemology.
The goal of Serbian social (and humanistic) science should not be to transform into a NATO obedient or ideology that supports Western colonialism, but to defend scientific truth, to be objective and to nurture and protect verified values, national identity (in this sense all national truths, culture, ethics and language) and to create a new national ideology..., and this does not happen in our country. Here's what L. G. Laptev and O. A. say. Belkov: "the role and importance of education (and science) in the system of national security is also determined by the fact that it is a means and mechanism of preserving, reproducing the National (Civil and ethnic) identity of society, its constituent individuals and groups. The National Security Strategy of the Russian Federation until 2020. Russia's national interests in the spiritual sphere consist in preserving and strengthening the moral values of society, traditions of humanism and patriotism. The threats to society in these areas are the devaluation of spiritual values and the decline of the spiritual and moral potential of society. The information security doctrine of the Russian Federation, further, lists certain threats as a blow to security, namely the disorganization and destruction of the system of accumulation and preservation of cultural values.“ This is happening right now in Serbia, but no one is paying attention to it.
PRIVATIZATION OF SCIENCE STRIKES NATIONAL SECURITY
The essential privatization of Science and scientific institutions, as designed in the United States and then imposed around the world, is "a weapon of total defeat." Namely, in Russia, resistance to the privatization of science has emerged, and the signatories (otherwise academics) of this protest claim "that by privatization of science, it is essentially handed over to Western private companies and institutions that then monopolize and prevent others from obtaining that knowledge". The whole system of privatization is designed so that scientific resources, as well as personnel, become the prey of private western companies, while preventing further access to the already acquired scientific knowledge. In addition, this system of building science also disappears the national language in which scientists created, because it is exclusively recommended to use English. For example, Serbia has established systems for e-science databases and a repository for all papers of scientists, based on the Dublin Core system. In the repository of scientific research organizations, regardless of the language in which the papers are published, they must be transferred to Latin. Also, the system of indexing and monitoring scientific journals of the Center for evaluation in education and science exclusively requires that papers be published only in two languages: Serbian and English.
States that implement a policy of privatization of scientific resources as a rule, according to academician Boris Trofimov, are lured to this policy by false statistics of the Western various "research agencies" about the greater success of Science in private ownership compared to that in the state. However, the monopoly on knowledge is actually anachronism and illegality, because science is a universal good.
It should be emphasized that the privatization of knowledge within closed oligarchic structures is taking place in the West itself. In other words, knowledge becomes more and more a privilege of the rich. It is interesting that everything has an economic aspect as well, because the prices of privatized scientific journals have significantly increased. From 1990 to 2000. the price of scientific journals in the West rose by 127 percent (although the cost of publishing them rose only 38 percent). The price of scientific journals increased again in the period 2001-2006. years by 74 percent (real publication costs only increased by 15 percent). The next issue is the charge of publishing articles, especially in the so-called. high-ranking journals (for Serbian scientists it is from 1,000 euros or more, depending on the category of the journal).
In addition, in these journals there is a crisis of reviewing scientific papers, i.e. the introduction of ideological criteria for the publication of articles. Namely, when the reviewer determines that the author is from Russia or Serbia, as a rule, the question is whether the author considers Crimea to be Russian, i.e. Ukrainian, i.e. whether Kosovo is an independent state or part of Serbia. Depending on the response, the opinion of the reviewer also depends. And since in the rulebook on the acquisition of research and scientific titles researchers are forced to publish in journals published in the West, this leads to very problematic situations, especially for scientists from the security sector (military and police), who, miraculously, are also forced to publish in these journals if they want to advance in science. Let us add that the Czech Republic has solved this correctly, it does not insist that members of the army and police publish in such magazines, but that they only have a certain number of papers, i.e. points.
